In Interior Alaska we decided many years ago that minor fender bender accidents were preferable to rusted out cars so nothing is put on the roads but pea gravel. If we see a rusted out car we know it's an import from somewhere. From time to time some DOT employee flatlander will try to spread some salt but if the weather is below zero, which it is most of the winter, it does nothing to affect the ice anyway.
