'04 CTS-V oil temp gage reprogram

I went to a local Cadillac dealer to see if the reprogram was done on my car. They did not seem to know about the TSB, and wanted to charge me $100 to try and look at it. Anyone got any ideas?

    TIA

    Glenn

I was refering to the bulletin linked below. My car falls in the VIN window. Sorry for not including it originally.

I have checked and cleaned the ground wires by the hood support and at the rear of the cyl head.
