So I think we should work for exceptions to the general rules for limited production cars, like the CTS-V, and for aftermarket equipment that does not increase emissions. After all, the problem is caused by the general fleet of cars on the road, not the handful of CTS-Vs, Corvettes, Vipers and hotrods built by enthusiasts. You're probably right about it eventually coming into play nationwide, but if they did let a few things slide for limited production cars (like the V) there would probably be a WHOLE lot of discretion involved in determining what exactly defines these "special" cars.
