So I think we should work for exceptions to the general rules for limited production cars, like the CTS-V, and for aftermarket equipment that does not increase emissions. You're probably right about it eventually coming into play nationwide, but if they did let a few things slide for limited production cars (like the V) there would probably be a WHOLE lot of discretion involved in determining what exactly defines these "special" cars.
