So I think we should work for exceptions to the general rules for limited production cars, like the CTS-V, and for aftermarket equipment that does not increase emissions. After all, the problem is caused by the general fleet of cars on the road, not the handful of CTS-Vs, Corvettes, Vipers and hotrods built by enthusiasts. We ought to be able to have clean air and our hotrods too.

You're probably right about it eventually coming into play nationwide, but if they did let a few things slide for limited production cars (like the V) there would probably be a WHOLE lot of discretion involved in determining what exactly defines these "special" cars.
