HID Fogs water inside

What's up guys, got a real problem with my fog lights. I just installed some brand new oem fog light housings with new hids in them. Beautiful, it's been raining really bad in Miami and my job gets flooded real bad. No choice but to drive thru about half a mile of puddles covering the Fogs. I now have water inside the passenger side housing. This is my 3rd set because the water evaporates and the bulb bakes a Yellow film inside, drives me nuts!!! Should I drill small holes in them to allow the water to drip out? The bulbs make a good seal on the housing. Don't know how water got in. Thoughts? How can I waterproof the housings? Sounds silly but I hate getting them yellow and nasty. Can't do anything about the flooding situation. Anybody had this issue? At 180 a piece from a dealer hook up every time it gets expensive and frustrating.
