Well...actually I didn't forget the elite, because without a government bending to their will the elite do not have limitless power. Only governments have authority through the barrel of a gun. Someone who is super rich does wield more power than a regular person but he can not use "authority" to restrain others outside of his sphere of influence. He cannot use governments to instill laws that benefit him and keep others from emerging. Only a state "authority" can do that.
