Surely the AMERO was one of the NINE ITEMS discussed at the 13th March 2008 'closed door meeting' of the USA House of Representatives that was sworn to secrecy?
I suggest a GOOGLE search of that 13 March Congressional meeting to fill in the backgrounds and justification.
