Yes it is Tolkki's new band Revolution Renaissance. Their first album 'New Era' includes the participation of various session musicians, aswell as guest lead vocals by Michael Kiske (on 5 songs), Tobias Sammet (on 2 songs) and Pasi Rantanen (on 3 songs)

Kiske was a metalhead during his first years in Helloween (and before joining) but he always used to listen to other genres of music besides metal. interview-Kiske: "I always listened a lot to Metallica, Iron Maiden, Judas Priest...but I have also always listened to other types of material. I could be listening to the first three Metallica albums and I would then listen to things like Kate Bush, Eurythmics, U2, Elvis or classical music..."

There's lots of people with long hair that have nothing to do with Metal, the same with the denim jackets. In certain South American and European countries is very normal to use a denim jacket without being into metal or anything, and long hair doesn't quite mean anything.

so why did he sport the long hair and denim?
