This is actually a good concerto of the time. Concertante part is truly easy and simple (maybe a student concerto, but not a bad one, I can tell you), but I really enjoyed the balanced form, the modulations, the changes of mode and the conventional but clear orchestration of the tutti part. All this things reveals a well-crafted composer doing something without much pretention. Early Mozart symphonies or Salieri Ouvertures are far simplistic and worse!

Maybe this concerto was written for a pianist that wanted to sound like he's playing Mozart but is not as proficient on the piano to actually play Mozart. Also remember that music written then was like our popular music. The public actually played musical instruments and wanted simpler pieces like this. Thanks for posting as the worst piano concerto since more people will give this pleasant music a hearing.
